Brent,

Definitely start with a visual inspection of the wheel cylinders.  Next, 
you might want to try bleeding the brakes ... first bleed the master, 
then the rest of the system with the wheels off the ground, turning each 
wheel a bit before you pump the brakes.  This will a) prove that the 
wheel cylinders are functional, and b) verify any blockage in the lines.

In retro, it's probably a good thing (although scary) that you were 
cutoff on the highway ... could have been a lot worse if you discovered 
the problem at a stop light!
