I'll have to put my 2c in on this.  I'm both a seller and buyer on eBay with 
over 400 positive feedbacks 0 negs 0 neutrals.  I have never had a problem 
buying an item on a 2nd chance.  Of course the seller's feedback is 
important in this regard too.  I have offered bidders 2nd chance because 95 
% of the time the winner didn't follow through with his/her end.  The other 
5% I had a 2nd identical item (not too often though).  Most of the time it 
sells; a few times it doesn't.  I agree with larry that some of the sellers 
are big time crooks, but then again it will eventually catch up with them.
