Jim, I have a paper manual for '64 Dodges, which _should_ be pretty
close to '65 Belv. From your description and the manual I would guess
it's a variable speed; and I can say that you _are_ doing something
wrong. First, I think the wire you are calling orange was probably RED
and has faded over the years. The manual refers to RED,Black, _DARK_
Blue, and Yellow wires for the variable speed motor. The test
procedures are pretty simple, but call for swapping jumper wires to
check the run and park features.

FROM THE '64 Dodge FSM:
"(1) Connect a jumper wire between the wiper motor Yellow wire and the
wiper motor Ground Strap. Connect another jumper wire between the
battery negative terminal and the wiper motor Ground Strap. Connect
another jumper wire between the wiper motor Red and Black wires and the
battery positive terminal. The motor should run continuously in the
wipe direction.
(2) Connect a jumper wire between the wiper motor Blue and Yellow wires
and the battery positive terminal. Connect another jumper wire between
the wiper motor Red wire and the wiper motor Ground Strap. The wiper
motor should run in reverse and stop at the park position."

I haven't seen the setup, but it sounds like maybe you left the Ground
Strap under the dash when you pulled the motor.
