Rust is an oxidation process.  The oxygen comes from the atmosphere we 
breathe, and when combined with even small amounts of water, quickly performs a 
chemical activity on the metal that creates rust that "feeds" on the metal. 

Deny oxygen and water contact with the metal to prevent this, the advice 
about 
WD-40 and other preservative coatings valid.  Check the block often to make 
sure it doesn't get started, especially in the piston bores, if they are 
already prepped and will not be re-honed, etc.
