Horn Ring 'died'

I took a ride in the Coronet today to show a friend of mine who hasn't
seen it yet. When I reached in to demonstrate the 'fog horn' horn, it
flopped over to one side and is now loose. It seems to be attached in
one place only now, and will only blow when I press the right side.
The left side won't work and has no 'spring' to it. And when I turn
the wheel, the horn ring kinds flopps around.

So what broke or popped loose, and how do I fix it?
