Won’t Start using Key

I’m assembling a “delivered in boxes” ’65 Satellite. I can’t get the
starter to work through the ignition switch but can by jumping the post
on the starter relay.
Things I’ve checked.
1. Power from the battery is getting to the ignition switch
2. There is conductivity through the ignition switch with the key on
(IGN 1) and the key in the start position (IGN 2)
3. There is conductivity in the wires from the ignition switch to the
bulkhead connector for both ignition circuits – tested in the engine
compartment side.
3. The fuseable link from the starter relay to the Bulkhead has continuity.
4. I’ve replaced the new starter relay with another new starter relay
with no success.
5. The ballast resister has the same resistance as that on my running
’65 Belvedere and the spare I always carry.
6. There is conductivity from the starter relay to the ballast resister.
7. If it matters, the fuel gauge, alternator gauge and instrument
cluster lights all work. However, the oil pressure light did not glow.
8. Since it’s an automatic and to eliminate this as a possibility, I
disconnected the neutral start wire from the starter relay. Before I
did that, I held the key on and ran the shifter through the gears with
no luck.
9. BTW – when we left the key in the ON position, the ballast resistor
and coil were very hot.
So what’s the problem? I have a working car to swap working stuff off if
that helps. Thanks.
