I've seen SBP wheels on a 74 and a 75.  Both had drum brakes.

It's good to check, though.  My friend just sold a '73 Duster with the
small bolt pattern.  We've never seen this before, but think it was
because it had front drum brakes, and maybe used old inventory when
built?
