Sean,  You know we all have had or still have, those projects that take forever to complete for one reason or another.  You might be discouraged by the cost of something or the time it takes to sand and prep a "B" body in a one car garage...so to answer your question, "What does he mean?"  I would say that if you are willing to work at one bolt or one hour...sooner or later, you will complete the project.  Just like, "How Do you eat an elephant?"  One bite at a time...
