My '65 Polara convertible came with buckets and had the winders. They go on the tongue side of the belt, which is always nearest the door (the winder keeps the belt from hanging out of the car when you exit). The receiver/buckle/adjuster end bolts to the transmission tunnel and does not have a winder. It did not come with rear belts, I added those later. However, the plastic sheaths at the end of the front belts which hold the winders don't get along to well with factory stamped mounting points in the rear, so I didn't add winders in the back.
