Bill,

It might be hard to do on the cheap, and didn't see you mention if you have
power steering.  But for what it's worth, I have a 71 Bronco with 33" tires,
drum brakes and a hot cam with low vacuum.  Stopped like you know what.  I
swapped the front drums for discs and replaced the vacuum booster with a
hydroboost.  The hydroboost runs off the power steering pump.  It stops
great and locks them up now.  You definitely need a proportioning valve if
you're mixing discs and drums.  Hydroboost has been around since 73 or so,
so you might be able to find something at a bone yard.  It's also smaller
and cleaner looking than a vacuum booster.
