I think those repro wheels that are out there are close.  I've been working on trying to get a nice wheel in my '64 Belvedere for over a year (off and on).  It took me awhile, but until recently I thought I had it all straight as to which wheel is correct for which model of '64 Plymouth.  

My Belvedere has a sport wheel on it now.  That wheel is different from all the rest - it has a wider center spoke going across the middle that tapers from narrow to wider from each side of the wheel to the middle (the widest point).  It has dual horn rings.  For a long time I've thought it was the incorrect wheel for my car, because I thought this wheel was specific to Sport Furys.  I thought I needed a similar wheel to the Savoy - two narrower spokes that angle slightly downward at the rim of the wheel.  The Savoy has a single horn button and no horn ring.  I thought the Belevedere was almost the same but with a horn ring.

But in recent months I've seen at least 2 Belvederes with the same sport wheel as mine, and now I think that was an option and may very well be the original wheel to my car.  I have a wheel from a '64 Polara I've been restoring - it's in nice shape for the most part.  I was going to use it on my Belvedere, but now I may want to go with the sport wheel.  the downside of that is my sport wheel is in really bad shape.  I don't think it's within my capabilities to restore it.  I haven't seen a sport wheel for sale so far.  In fact, original wheels of any kind for '64 Plymouths don't seem to be out there very often.  

I do think the Dodge and plymouth wheels are the same, but the Savoy wheel may be different from the standard Belvedere/Polara wheel.  That wheel has a slot in the hub for the horn ring.
