The fuel gauge grounds itself when you install it in the tank. It is also good to install a second ground wire. Solider it to any place on the sending unit and attach it to the frame. You can take an ohm reading of the sending unit out of the vehicle. Don't do a dummy like me and install the sending unit upside down!!

Take off the wire hooked to the sending unit and ground the wire. The fuel gauge going to full indicates the sending unit is malfunctioning. A bad gauge or wiring issue is probable if the gauge does not go to full. This test is done with the ignition switch on.

The faulty "full" reading could possibly mean the gas float has a pin hole leak and has some gasoline in it, making it too heavy to rise to the top of the tank when filled.
