But it is a good question about how the '62-'65 site is impacted. If it has links other web sites that, somehow somewhere, have copyrighted material on their sites, the liability could flow back through the links. Or if a video on YouTube is embedded on a '62-'65 page there are "felony streaming" provisions that could lead to jail time. For example, putting "Shut Down" audio as background music to a 1962 Dodge video on YouTube could lead to such a consequence. In a few words, these bills generally create too high of a liability hassle bar for many Web sites, especially hobby and non-commercial sites, to deal with. 

I won't go any further off '62-'65 topic with a lot more details. A fellow named Mike Masnick has summed up the situation well: "So why, specifically, are these two bills so bad:
1. They will not do anything to solve the problem. 
2. Putting massive liability and compliance costs on startups will hinder the most necessary innovation and jobs.
3. These bills go against American principles of freedom of speech.
4. The immunity provisions in the bill sneak through broad powers by pretending they're "voluntary."
5. These bills will be abused."

He also details why the "only impacts foreign sites" claim pushed by the pro-PIPA/SOPA lobbyists is a red herring.
