You should NEVER (From an Accel rep) mount an Accel coil horizontally because its oil level leaks & drops below the coil internally and shorts out reducing it's output drasticly. Yes I know I will hear a number of people that got away with it. Just relaying what the Accel rep told us when we were having problems at the track. He replaced it and we turned it vertical with no further problems. He stated horizontally it will probably leak oil, vertically it cant.

Is your coil mounted vertically or horizontally? On the battery question, take multi-meter in DC mode and measure the voltage between the positive & negative terminals. It should be between mid to high 12 volts resting ( no load).
