This is the standard statement made by someone who hasn't a clue how to troubleshoot the EFI, and therefore tells the owner that any problem from a broken windshield washer to a rusty trunk lid is the fault of the EFI. The HSA is the shorthand for basically the whole system mounted inside the air cleaner. I've found about 80% of these things can be fixed in a few minutes, frequently by simply putting the air cleaner lid back on!
