The vacuum port that is supposed to go to the distributor advance unit is
the one that has no vacuum at idle, but develops vacuum as you move the
throttle off idle a bit. This is called "ported vacuum" and is taken from
above the throttle butterfly. The other vacuum fitting has vacuum at idle,
and is probably intended for the choke pull-off. If these are reversed the
car will run poorly and have poor emission readings.

I did change the oil & filter 2 weeks ago. One thing I'm not sure of is on
the new carb, the instructions say to use one vacuum port for timed advance
or the other for untimed advance. Since the car has dead when I changed the
carb, I couldn't tell for sure which one is correct.

If it's a new carb, then it sure isn't a secondary jet problem, like I suggested a minute ago.
Try swapping the vacuum ports, what's the harm?
