Sounds like you should be loosening the box and trying
to float it forward of its present location.  Mark
what you do so that you can go back to it.  If it's
obvious that the box is sitting back on its range of
adjustment, then you've just answered the question of
"why" your system isn't lining up properly.  

Double check that the steering column is as far down
as you can go by loosening and lifting it first, and
then re-seating it and making certain that it's seated
all the way down.

Get everything loose and start fiddling would be my
next step.
