IML: stuck float in gas tank

The float in my '71 Imperial is apparently stuck.  On the level it never goes over 1/4 tank.  Because of the the tank inlet design I fill the car up wih gas with the front end on a downward slope to enable a full tank.  WELL now - with a full tank - the check guages light stays on as it won't go much over the empty mark..  This is the 2nd fresh tank of gas into the car after 30 years.  Any ideas how to un=stick the float [short of pulling the tank]   Thank again for any help  Regards Peter Thielman
