Yes, that is right, the PCV valve outlet is plumbed right into the carburetor base - that is the source of the suction that keeps air moving through the crankcase. The tube from the air cleaner to the valve cover provides the air intake for the PCV system. I confess I don't see the logic in that, as the air tap precedes the filter element in the air stream - but that exact setup is what is in all the PCV cars that I am aware of.
