If your 1967 Imperial has the original style regulator, the voltage pulsing is normal. The pre-electronic units were mechanical in design, using a make-and-break method of controlling the voltsge and current. And if the regulator is a pre-electronic regulator, do not waste your money by replacing it. Get it adjusted. Take the cover off the box and have a look. Any competent auto electrical firm can make the necessary adjustments. (If the cover will not come off, you probably have an electronic unit. They have no serviceable parts.)
