Owner's manual question

I was noticing in my 1983 owner's manual that it gives starting instructions 
for EFI  and non-EFI equipped cars.  Just wondering if it is the same for the 
1981-82 owner's manuals?

Were the 81-2-3's non-EFI for export or Canada, or could this be the result 
of the converted cars?
