Power Locks: I'd start at the solenoid itself. Take the door panel off and test the solenoid for a ground short. You can easily take it out and connect power to it to check that it is working properly also. The solenoids rarely fail. Then, I would consult my FSM to see where all the electrical connectors are between the solenoid and the switch. If I had to guess, I'd say there is one near the B pillar and then at the right kick panel you will find the power lock solenoids. Then you have the switch itself. You can easily disconnect each connector and test for power/ground. Speed Control: First, check the fuse. Be sure it is good by using your test light (if you don't have one, get one) on each end of the fuse, testing for power at each end. Have the ignition key ON with the engine STOPPED while testing this. Then, test that there is power getting to the SC unit. Your FSM will be invaluable there (if you don't have one, get one). I don't own a 71 so I can't be specific on the wiring. If there is power to the control unit, then test each switch in the signal lever mounted switch assembly for proper operation. If all that checks out, check the SC unit under the hood for failure. Check that the speedo cables are properly connected to it. Make sure all power connections are in good condition.
