67 blower motor

Hi,
  Working on a friends 67 Crown and when I turn on the A/C the blower
motor runs at a very slow speed only.How do I get it to go to a faster
speed? Oh and yes,I've tried the blower switch-changing to a faster
speed does not increase the blower speed! Thoughts anyone?
