A choke pull-off either works or it doesn't. A working used one will perform exactly as well as a new one. It just might not last as long. If you buy a new one, it will probably last another 40 years, whereas a 40-year-old one may not have much life left in it. You can do without one, but cold-start and/or cold-run performance will suffer. It's purpose is to pull open the choke a specific amount once the car is running. Without it, the car runs very rich (and rough) until warmed up. Once the car warms up, the pull-off diaphragm is essentially disengaged, so performance is unaffected by the absence of one.
