Black platerefers to the California license plates
that are black with yellow letters. These were first issued in the 50s,
and since California plates stay with the car, rather than with the owner, a
"Black Plate Car" is one that was originally registered in California when new,
or atleast while black plates were still new, and still carries them. As
long as the car is continually registered, the black plates can be renewed.
