Tuning Edelbrock 1406.....HELP!

According to my MOTOR MANUAL the specs are as follows:

 

STD engine              5 degree BTDC           650 RPM in neutral

 

HIGH PRFORMANCE engine       2 1/2 degree BTDC        800 RPM in neutral

 

for BOTH engines     VACUUM hose must be disconected at distributor

                                Points gap   0.019
