Why don't you call California DMV and ask them directly if they provide such a service?  You probably aren't going to get the same answer twice from any collective group of people, due to selective perceptions and varying experiences.  To save you a call to information, the phone number for the Headquarters of California DMV in Sacramento is (916) 657-7669.  

Be prepared to give them the (California) license plate number and/or the VIN number, which can be found on the forward edge of the driver's side door frame of your car.  I don't know California law, as I live in Oregon, but many states have implemented Privacy Act laws, in which the state cannot give out names of previous owners.  But the only way you'll find out is if you try it. . . good luck

Can any California FW members help me out? My 58 Plymouth originally came from
 the Los Angeles area. I found a trip permit for the car from the CA DMV. There
 is a plate number on the permit (I belive its the plate number). Does the
 California DMV have a service wheras the history of the car (past owners) can
 be traced? The car left the U.S and came to Canada in 1987. I have a couple of
 reciepts from back then  from Santa Fe Springs, but there are no owner names
 etc. I am still waiting for my info from Chrysler Historical. Maybe I'll hit
 paydirt and get thr original owners name (my main objective).
