New York charges a sales tax based on the sale price of the vehicle. I believe it's whatever the sales tax rate is where you live - 3 or 4 percent state and the county or city adds on enough to make it as much as 10% in some places. The lowest amount the computer system will accept is $1.00 - I gave a guy 2 cents, literally, for a beater a couple years ago, and had to pay 8 cents tax on it - (technically it was free, but they just wanted it gone and I didn't want to mess around trying to get them to sign the form showing it as a gift and so on, I was lucky enough just to get the title) On the bright side, it is stupid easy to register a car without paperwork. As long as you have proof of insurance, proof of VIN, proof of weight, and a couple of DMV forms that do not even need to be notarized, you're good to go. No titles on '72-earlier.
