California Senate Bill 708 - Exemption to Smog Testing - Autos. Our son who works in the environmental area in California has the following to say about the above Bill 708: I also looked up the senate bill today and while it says your car is exempt from testing if it is 45 years or older, it also says that 1974 or older cars are also exempt if you drive the car less than 12,000 miles a year. If I read that correctly, that would work for me. - (He has a 1967 Ford Fairlane ) Nevertheless, I wrote an email to my local senator, who is also on the transportation committee where this issue is coming up.
