It looks like a open end wrench with two prongs sticking down. You can 
make one from a Coat hanger or better yet  some heavy stiff wire.
A piece 6" long with 1/4" bent down 90° on each end, and then bent in a 
"U" shape with the two ends close enough to go into the holes.
Insert into the holes and rotate around. This is sort of an anti-theft 
devise. Put a heavy towel all around the Antenna, in case you slip off.
