What some are missing here is that there is nothing wrong with the 
light circuit. They work normal using the Acces. position of the Ing. 
switch. So, ground, bulb and wiring is OK. They only act up when he 
uses the Run position. So, that seems to move the problem to the Ing. 
switch or the wiring near it.
It just seems to me like it must be traced down section by section. The 
only other place would be the T/S switch itself, but it gets its feed 
from the flasher and shouldn't matter which position the key is in.
The key here is that the lights work 2 different ways dependent on key 
position. Worse, the left side is not effected at all.

up the rate of flash.  The poor ground could be between the bulb & 
socket, socket & light housing or even light housing and body.
