One tip here, BEFORE you go tearing into the dash to find the problem..... DISCONNECT THE BATTERY!!!!! I speak from experiance here!! I believe there are a couple of plastic bushings in the arms that connect them to the wiper pivots. Perhaps they have dried up and siezed? bushings (one or both) in the wiper pivots themselves siezed?? They are usually lubriplated when new as are the parts when you get them in the bag Maybe still available??? If I was home I could list the part number as I purchased some a few years ago.
