Not sure how they came to that conclusion? The heads should have enough openings to allow the crankcase to vent through a valve cover. Not ideal, probably lead to sludge, but should be enough to prevent positive crankcase pressure. The down draft tubes were cut on the bias to encourage a suction effect as the vehicle moved down the road which gave more efficient venting.
