Try chasing the threads with a tap (there might be crap preventing the stud
from going all the way in. Turn the block right side up when you do this to
keep things clean (anything you clean out will fall down and out of the
engine).
You could also check the depth of the hole to see if its physically possible
for that stud to screw all the way in.
If it passes those tests, try it with the cap removed to rule out some kind
of misalignment/binding. You have the arrows on the mains pointing toward
the front of the engine, yes?
