that prong on the relay needs to be grounded for the relay to work, you could bypass it by attaching a wire to it and grounding the wire to the body. If this doesn't work, then I would say that the relay is probably bad.

  Hi Don,
  Make sure the wire coming up to the starter relay from the neutral safety 
  switch is grounded when the car is in park or neutral. If you disconnect the 
  neutral safety switch, the car definitely won't start as this terminal has 
  to see a ground before it will activate the relay. When you turn your switch 
  to start, you should also have battery voltage to the terminal right below 
  the main battery stud on the relay. By jumping to two top posts on the relay 
  and making the car start, indicates that the wiring is all OK to the 
  starter. The ballast resistor has nothing to do with the starter engaging.
