Hi Rich, I would suggest using some MDO plywood and the epoxy or some 
urethane thinned to a watery consistancy with mineral spirits with 
several coats.  The urethane & mineral spirits is what I use on the bent 
shaft canoe paddles I make.  It really penetrates the wood and seals it 
against constant exposure to water.  I have plenty of MDO if you need 
some, it's the stuff they use for highway signs so it's a good choice.
