Sounds like you have the 273/318 clamp type air cleaner. If you can get a large blade screwdriver between the ears of the clamp on the carb, you should be able to twist it with enough pressure to engage the threads as you are turnong the thumb bolt out. The thumb bolt is more likely boogered up than the captured nut.
