hi derek
i live in kentucky and went to the court house and they gave me a read out on all the cars that i have owned in the past --department of motor vehicles(dmv) also it should be public records on who owns the car--also (god forbid)that it should also be on record if the car was junk out or the tag was turned in(so they want have to pay taxes on that vehicle any more.
