I  didnt look at your pics before i replied the rust doesnt look like its through if it is not soft i would do as ollie recommends clean it and treat with ospho or rustmore and the topcoat as long as its not soft looking at the bottom you cant tell that its even there i bet and the rust treatments they have will stop the rust dead in its tracks!
