Rob,

Are you using the fiber reinforced cutting wheels on your Dremmel, or the
emery board style?  The fiber ones last much longer, and don't tend to
shatter like the emery board style.  I've split many rusted nuts off my old
Mopars (haven't needed to on the Imperial, yet) using the Dremmel.  Once the
nut is split, I've used a chisel and hammer to remove the remains of the
nut, then use a punch to drive the bolt back out.

Using the heat wrench can be helpful as well.  Not simply torching it off,
just heating the nut enough to get it to expand slightly.  /I use a simple
MAP gas torch (and keep a fire extinguisher handy).  It's usually enough to
break the rust free.  If not, see the first paragraph...

I've had success with (I think it was) Kenyon's wire wheel/brush methods
too.  Wire wheel it, soak it, black pipe on a breaker bar (after breaking
the ratchet!).  Impact tools are great too, when they can fit in the spot.
That doesn't seem to happen too often.  Must have something to do with that
Murphy guy.

Dremel tools can be very valuable.  Just be sure to get plenty of 
wheels/abrasives, etc.  I went through 2 discs just cutting through the 
small bolt on my starter.  I'd imagine that it would require several, maybe 
10 to go through a bumper bolt.

"Give me a big enough lever and I can move the world."  When I couldn't get 
the upper A arm off my Satellite, I tried everything including soaking in 
Liquid Wrench and PB Blaster, even a borrowed impact gun...nothing worked.  
I used a 1/2 drive and I put the jack over it.  The shaft of the jack is 
hollow and I used it as a lever and the bolt cam right off.   I'm not sure 
if you can use such a long lever on bumper bolts, but use the longest you 
can fit.
