Replacement carbs often have many extra ports that will go unused. Plugging the one intended for the PCV will have no affect on anything.

My had the orginal down pipe and carb. I, not
knowing any better thought that a new eledbrock
carb on the car would help it run better. Well that
sucker is setup for PCV. Do I get rid of the downpipe
OR plug up the hole on the carb? Will it make any difference?

I'm pretty sure you can just put a little rubber cap over the vacuum port
on the carb.
