Having a "reserve" price indicates the starting bid is low, but that you have to not only outbid all other bidders but also bid higher than the reserve (an amount typically unknown). A starting bid is just that: a starting bid. I suppose it is a reserve of a sort, but eBay will not let you bid lower than a starting bid.
