The most probable reason the lifters won't come out is, there is a build-up of varnish, and mung, on the bottom of the lifter. A wash with Brake cleaner, or lacquer thinner, or even WD 40 should desolve the deposits, and permit lifter removal.Ya'll have a nice day, Dave.
