Hal,  Sorry to hear about your broken cable.  Bummer.  I suspect you can get
to it from below the gravel pan in front of the radiator.  It will be a pain
but should be doable.  You might also be able to reach the arm with a stiff
coat hanger with a hook in it.  Doubt you will be able to pull the grill
without getting the hood up first.
