Droopy Trunk Lid

Have a 67 Imperial with a case of droopy trunk lid and have attempted to bring the ends of the torsion bar supports for the lid rearward to increase the tension but to no success.  While I can get the ends of the torsion bars out of the trunk lid sockets, I lose leverage when I try to pry them toward the rear of the car.  I see that a  “special tool” was suggested for this application (i.e., C-3449).  Does anyone have a good suggestion on how to accomplish this?
