I'd say the highest one, since your brakes will function longer while loosing brake fluid, while you'll be warned about that because your brake light switch won't work anymore... Just a wild guess! Which hole is correct for the switch ? I've seen it both ways, and would think the lower would be more appropriate, since it keeps the wires out of the way...
