Sounds like a pretty all out racing rachet shifter. Perhaps making somethings inconvenient for the street? Wouldn't know exactly, I've never had a rachet.

something like that?  Its by Mr. Gasket, and apparently has no
side-to-side movement.  You push down for 1-2 and up for 3-4.  Just
