Loyal, I'm not in St Louis but I've done quite a bit of rust repair. I also
don't know what you consider ridiculous in terms of prices. However, from
your description of some quarter (or half dollar) sizes rust spots I can
tell you that if you see these, you have more you cannot see AND you have
some problem areas that WILL show up shortly. I'm sure you could find some
one to just slap some bondo in the holes and apply a slick finish for not a
lot of money. However, within two years (probably less) you will find new
bubbles under the paint.
The ONLY way to solve rust problems is to KILL the rust on both sides of the
panel OR cut it out and replace it. Some panels are very difficult to get
to the back side (read difficult as expensive). Some panels are very
difficult to make and there are very few metalshapers in the body shop
world.
Given your description I'd have to tell you that if you brought it to me
it'd be time and material only. If I gave an "estimate" it would be just
that an estimate based on what I thought had to be done and how long it
would take. Rust is like iceburgs, more under the surface than on top.
