Fern, I sympathize with your sentiments. The problem with Hot August Nights in Reno is that the event is a victim of it's own success. It was started back in '85 in an effort to draw people to the area for attracting gambling and entertainment dollars, and has grown like crazy since then. The riots in '98 were caused by a small group of people (gang members I'm told from central California) that got out of hand in downtown Reno on one of the cruise nights. I will acknowledge that it was pretty wild up until 1998, it was common to see people doing burnouts in the street and the police allowed it to go on. I must admit, I was entertained by the all the excitement, it was like the wild west for cars. Because of the problems, things clamped down quite a bit in '99 and subsequent years. That is one of the reasons for the registration and limited access to the cruises, so as to maintain control. Also, the registration fees cover the considerable additional cost of police, fire, and health services. In addition, the week long event has several free concerts by well known bands, car shows, poker runs etc. that are covered by the registration fee, you really do get a lot for your money. As far as the high lodging costs, it sucks, but it's the law of supply and demand. I am getting a bit tired of paying a $30 fee to enter my car in the local Nor Cal car shows, in fact I've pretty much stopped doing it. Why should I go through all the time and effort to maintain and detail the car and then have to pay $30.00 to show it? The cars are the stars of the show, without them, there wouldn't be any spectators. As far as trophies go, that's not why I'm into 300s, I love driving the car and that's what you get to do in Reno with all those bright lights, excitement, and Frank Sinatra singing "Luck be a lady" on the CD player.
