You can buy universal cables that can be fit to 
the old housing, at least for testing.  I think I 
would cobble together another cable and insert it 
in the speedo but leave the tranny end 
loose.  Then I might make sure the cable spins 
smoothly by hand, then maybe put a drill motor on 
the end and see how the cable acts at various 
speeds.  To state the obvious, if the cable was 
binding in the housing, it wouldn't be breaking 
at the top,so the finger points at the 
speedometer.  Maybe time to pull it and lube it.
